    Dublin City Council wants to regulate pedal cycle rickshaws, etc.

    Can someone explain what they are trying to say here?

    “Hire or Reward” includes the carriage of a passenger or goods notwithstanding that it is done in consideration of matters in addition to or other than the journey and irrespective of the person by or to whom the consideration is given or received.
    Is it that if it walks like a duck, quacks like a duck, looks like a a duck, it is a duck? So if A gives B a lift, but B pays the money to C or D gives money to A, all those situations are covered?

    Further question. Do "goods" refer only to things that have a commercial worth and excluded mere items of burden, e.g. rubbish?

    This is obviously intended to cover cases where A is the passenger and B pays the fare, for example. It also covers cases where the motivation for hiring is not to complete a journey from X to Y, but something else - you want to be photographed in a rickshaw, for example, as a souvenir of your trip to Dublin, or you want the rickshaw to appear in the background of a shot in a film you are making, or whatever.

    In the context, I'd guess that "goods" includes any freight a rickshaw driver is paid to carry, regardless of its intrinsic value.

    It is my understanding that the currently operating 'pedal cycle rickshaws' are free to the passenger, as the service is paid for by the advertising they carry.

    When is the money (including lost growth) Michael Noonan took in the Pension Levy going to be paid back?

    As stated above its to cover the rickshaws for free done as mobile advertising billboards, and rickshaw drivers who do it not on the basis of an agreed fare but in the hope of a gratuitous tip.
