    I was thinking of getting rod of the top of the fraction first but doesn't seem to work as the answer is being looked for in decimal form?

    Cross-multiply the fraction, so you should end up with something like:
    2(2x+1) - (3x-4)        1
    -------------------  = ---
     (2x+1)(3x-4)          2
    

    Then, cross multiply again, to get:
    2(2(2x+1) - (3x-4))  =  (2x+1)(3x-4)
    

    Multiply both sides out, you will end up with a quadratic of the form ax² + bx +c, solve this with the quadratic root formula
