    My 2nd Provisional license is up and Im just wondering do I need my provisional to apply for a full license?

    You need to apply for a learner permit to do the test for a full license.

    Im just reading here that I must provide evidence that I sat a driving test within the last two years or have an appointment for a test before applying for a 3rd provisional

    but you can reschedule the test for when you get the new license / are able to drive, so apply for the test already

    you should have got a cert when you failed your test.

    bring that to the txt office they will give you a new learners permit.

    You could always apply for the test again, then go to the tax office with the proof that you have applied, they will give you a new learners permit.
