You pay PRSI on a weekly basis - any week when you earn over €352 you pay it, and regardless of how much you earn over the year as a whole you don't get PRSI back. The only refund people generally get is of health levy, which was an extra 2% payable on top of PRSI when people earned over €500 in a week (class A1 PRSI) but less than 26k in the whole year.
