Rent Relief Without LL PPS

Been going about adding the rent relief of my last tenancy onto this years my paye but the aforementioned tenancy did not end on good terms. Does anybody know if there is any other legitimate way for me to get a hold of it?

Does anybody know if there is any other legitimate way for me to get a hold of it?

Not 100% necessary. Landlords full name, the landlords address and contact phone number will suffice. The PPS is preferred but sometimes its not easy to get.
