What's striking here is that these crimes are only coming out after these guys die. There is definetely protection from the establishment involved.

I think it's more a case of the Saville enquiry getting them off their arses. A lot of people who are still alive are being questioned, too.

That said, according to Cyril Smith's wiki (I know, I know) page:
On 27 November 2012 the Crown Prosecution Service admitted Smith should have been charged with crimes of abuse more than 40 years ago. In a statement, Greater Manchester Police said the boys "were victims of physical and sexual abuse" by the ex-Rochdale MP. Smith was never charged although investigations were undertaken in 1970, 1998, and 1999.

It's also down to the era: hardly anyone get investigated for child abuse in the 70s.

In 1979, Private Eye accused Smith of molesting young boys in care, a subject they've returned to a few times over the years.

This news (no disrespect to the OP) has been around for some time.
investigations of the actions of the now deceased man, have been going on for some time.
