Gearbox trouble

Coming home last night, hit a flood on a blind bend. Not travelling fast because of the conditions. Car wont go into gear whilst the engine is on. When the engine is off it will go into gear. Im thinking the clutch has had it. Any other ideas. Worked fine till i hit the flood. Car is a 00 vw passat
