I have been trying to listen to Spirit on MW at night, and theres a German station on the same frequency at night, the German station wipes Spirit out and its impossible to listen, since 567Khz and 612Khz are clear why are Spirit on 549Khz ?

Because 549 is the frequency allocated to and co-ordinated for the location of that transmitter.

While that is true, both those frequencies are allocated to Ireland on high power and could be used by Spirit. After all, 549 was moved from the initial proposed site of Athlone to Monaghan.
I can't see any logical reason why Spirit can't apply and be granted 567. RTE won't be using it ever again.
