'01 Avensis Power Steering Problem

Over the past week the steering in my '01 Toyota Avensis 1.6 has become very heavy as if the power steering had stopped working. The first few times it happened the problem was present on the outward journey but after the car had been parked up for a while the problem would not reappear on the return journey. Today and yesterday the problem is constant. The fluid reservoir is full and there are no obvious noises such as the grinding of a dry pump. I don't have a clue what to do so any suggestions as to what to check would be greatly appreciated. Being unemployed I'm hoping this is something I can fix myself.
