Is this an NCT failure?

So me and my girlfriend were talking about NCT's today. And what came up was dents in cars. I know of someone who has quite a substantial dent in their car on the front left panel. I don't think it's structural or is harmful to the car in any other way then aesthetics.

Question is, will it fail the NCT?

If it has any rough edges then it will fail.

It shouldn't fail an NCT because of a dent alone, but a jagged edge which could hurt a pedestrian would fail. I'd guess that a badly dented bonnet could also fail, based on it not providing any cushioning to a pedestrian in a crash since it's already dented.
