Living in north now and want to know in the Mot test will a car fail if the seat belt does not return fully to its reel when the guy unbuckles it. Do they just check that the buckle works and there is no damage to the belt and that with a quick pull it locks. Or is the springing back all the way part of the test?

I don't think it's a failure point but I'm not sure, can you not find the rules online? However, I can tell you how to cure the problem: What you need is a can of silicone spray. You can get it motor accessory shops but if you're afraid you might get the wrong lubricant you could try a sewing shop (yes), it's used on things like plastic curtain rails. You pull out the seatbelt to its full length and spray the silicone along it, then reel the belt in and out a few times and the problem should be cured. The silicone does not soil clothes or become greasy so it's ideal.
