Question on feasibility for a web-app.

    Good evening,

    I have a request for advice on requirements for a web app, based on an existing open-source application.

    The application itself has a large following online, and works quite well for defining a language for independent learning, but the design is very clunky and reminds me of a database, it's not exactly productized.

    I am interested in converting it (through great UI) into a better packaged product for an already interested market.

    If I could provide the design specifications and even a functioning prototype, built with the Twitter Bootstrap Framework - how long would it a designer take to convert this open-source platform into another housing/design?

    Without getting too technical, just looking to get 'something' up and running, with features coming later.
