Sunshine in february means southern hemisphere which for a week unless you're loaded is pointless. So your only real option is the canaries.

Does it have to be sun? You'll get great skiing holiday in Feb for one week.

North Africa might be an option. Morocco would be around 20 degrees. Not a great country, but fine for a week of food, beer and relaxing. Tunisia and Egpyt another option.
