Reverse Billing SMS?

    We are developing a new business and it will involve customer signing up/registering to us. There will be no sign up charge or cost unless a customer submits a request for information. If they submit a request, we will send them a sms with info, we want to reverse charge this sms so there will be a fixed charge for receiving the sms.
    It won't be spamming or subscription, It will just send the user an sms when requested.
    Does anyone know of software that does this, or a company that provides the service?
