I was n the mart today. I was surprised to see a bullock with one full horn and one half horn n the
    Ring.
What exactly are the rules regarding horned cattle n the mart?

Our local Mart (golden vale) will not accept horned cattle or really dirty cattle as they would be in major trouble if an inspector from the dept spot checks, so I assume all marts would have the same rules if the dept can conduct spot checks

Last day I was in Ballybay, November there was a lovely heifer in a pen, she had horns but one had got crushed at the wall and was streaming blood.
Marts need to be more forceful on this sort of thing. Very soon word would get round that it wasn't accepted.

I was in a mart Monday and a dept man was there,I noticed a pen segregated with cattle with horns and none of them were let through. Then was in another mart Tuesday and there was every sort let through the ring with horns big and small. I know if I tried to sell cattle with horns they would be refused.

Depends on mart and managers mood/if dept man there, only know one mart that is very strict regarding horns, no horns no matter how big or small allowed through the ring

Local Mart has a pen to segregate horned cattle. They won't be let through the ring until the dept man goes home.
On the subject I see we have a heifer with horns, she slipped through net on me, again I noticed her they were too strong. It won't make any difference to her or us though at this stage now.

Depends if department man is around more so than manager I'd say.

Its official, horned cattle can be sold in marts legally. Surely a retrograde step by the dept of ag

If they're purebred stock they always could.
Have the regulations changed to allow the sale of horned commercial stock?

Yes.horned cattle must be penned singly, brought to sales ring and returned directly to their pen

I spoke to a Dept of Ag official at a mart noted for rejecting horned cattle. He said the rules changed late last month and he was not a happy man. I have been to two marts in the last week where horned cattle have being sold that would usually be put in the isolation pen. I also spoke to a mart manager and he confirmed that there was a change in the rules regarding horned cattle, what more can I say

Reality is cattle look far better regardless of age with the horns gone.
