HDip (Level 8) to Masters progression fee question

I received my postgraduate fee contribution award today. Last year I completed a H. Dip (Level 8). I was just wondering if I should be entitled to full fees for my Masters under postgraduate progression rules?

"(3) The progression conditions in respect of postgraduate study at Level 9 of
the framework of qualifications are as follows—

    (b) a student or tuition student who holds a postgraduate qualification at
Level 8 of the framework of qualifications or equivalent, and no
higher, may progress to one of the following—

(ii) a master’s degree at Level 9 of the framework of qualifications,"

    STUDENT GRANT SCHEME 2012

Last year I received full fees and a maintenance grant for my H.Dip. My circumstances haven't changed this year. Has anyone else been in the same situation this year?

    Thanks

    (5) A full tuition fee element in respect of the EU rate of fee up to but not
exceeding the maximum fee limit prescribed in Schedule 4, is payable in respect
of a postgraduate approved course provided in the State or Northern Ireland.

    (11) Notwithstanding paragraph (9), a student or tuition student may be eligible
for a fee grant if he or she is pursuing a postgraduate course and the
applicant’s reckonable income meets the qualifying conditions for the Special
Rate as specified in Schedule 1 and Schedule 2.

It was so much easier to blame it on Them. It was bleakly depressing to think that They were Us. If it was Them, then nothing was anyone's fault. If it was us, what did that make Me? After all, I'm one of Us. I must be. I've certainly never thought of myself as one of Them. No one ever thinks of themselves as one of Them. We're always one of Us. It's Them that do the bad things.

Thanks for the reply mango salsa

Looks like I'll have to break open the piggy bank. Might take a wander up to the local government TD. Promise a handful of votes and see what that will do ;)
