Part-Time Job Initiative, am I eligible?

I am just curious about something. I was on JA for about 4 years, moved over to casual allowance when I joined an agency. Then, I got a part-time job! WOO! Only, with the timing (it being before Xmas), and the fact there are only 2 staff, for the Xmas period I was working full-time hours. I told the lady in the social welfare office this, that it's a part-time job with temporary full-time hours, and she said that was fine, that she'd suspend my claim, but to just keep on filling out the little slips, and she gave me forms for my employer to fill out for when my hours were decreased, which I will be getting her to fill this week.

So as far as I know, I'm eligible for the Part-Time Job Initiative...or am I? Technically, I have 2 employers (the agency and the part-time job) but the agency hasn't rang me once since I told them I had a part-time job (they like all their 'staff' to be 100% flexible) and before I told them, they rang me nearly every second day. So, I'm a little worried now that I won;t get the Part-Time Initiative, and I'm down to 17.5 hours a week and need to spend about €20 on travel for work a week.

Can anybody shed some light on this please? Very much appreciated :)
