House walls with mould and wet to touch

Mates house that he built in the 80s has now got very bad mould growth and condensation on the internal walls, mostly north facing. The floor is actually wet too.
He had the walls pumped (about 90mm cavity pumped with white bead) a few years back and it appears worse since that. There would be no floor insulation and poor attic insulation too. No wall vents either.
What is the best course of action in this case? No doubt, he has to fit some vents and have proper heating cycles daily but is the cold floor going to more and more of an issue the more he improves insulation in other areas?

You have probably answered your own question :)

Get a local architectural technician/architect/engineer in to have a look and give some on-site advice.
