planning laws pre 1 October 1964

    I recently nought some agricultural land and there is a derelict cottage on it. In the contract for sale of the property it states " the contract provides by way of special condition that there is located on the property a derelict out shed which was constructed prior to the introduction of the planning laws on the 1/10/1964 and therefore exempt from planning"
    does anyone know what exactly this means?

    As the Planning & Development Act 1963 and subsequent regulations only came into force in late 1963 or early 1964 (cant recall the exact date) any works/buildings/developments carried out prior to that date did not require planning permission.
