I previously had a handicap, maybe 2 years ago and have just this december rejoined the same club. Must I go through the same procedure of having 3 cards signed and submitting them to the handicap secretary? or will i just get my old handicap back?

You should have to submitt 3 cards again.

the minute you left the club your handicap was gone. If you rejoin within 6 months you may / may not have had to resubmit 3 cards and your old handicap taken into account. I'd imagine after 2 years it would be like starting from scratch again.
Did you not ask when you rejoined?

The handicap committee or secretary is supposed to assess the cards and take into account your previous playing history and skill level in deciding what handicap to give you. If you were a low handicap player it would not make sense for you to be given a high handicap as you would be expected to improve very quickly because of your previous level of competence.

There was a previous thread which covered this area in a lot of detail with some excellent points being made not too long ago.
