I've just moved to a new apartment off Lapp's quay, near the Siptu building, Clarion etc. UPC can't transfer my account to this building - they're not setup for that area, which is odd given how central the location is. I don't have an answer to your question but something you might consider while you're waiting is that eMobile and Meteor users have free access to wifi hubs and there are three in your area.

Check this map.
