My friend was given a Dell Latitude 5420 i5 with windows 7 from another guy on condition he wipes personal files & info off it. I am thinking it might be wisest just to wipe it and start anew. He only wants basic internet use and the odd doc file. So I was thinking ubuntu or something might be good.

So I want something very stable, similar enough looking to windows or just easy to navigate, be able to turn off scary looking options or stuff his kids might tinker with, and take best advantage of its capability of course. I have no other details/specs on it than what I got until I get my hands on it. Says here its a min of 4GB ram

I am guessing a 64-bit version of something will be best?

It doesn't need 64bit ..... 32 will work just as well.
If it has more than 4GB ram ensure you use a pae kernel to access the extra ram.

when setting up whichever distro you choose, create separate accounts for the users, so they can only interfere with their own stuff, leaving all other users settings undisturbed.

I would suggest you look at
    Mageia
    PCLinuxOS
    Mint
    Mepis

IMO, KDE is definitely the better DE for those coming from Windows.
