Is it possible to get a restraining order in this country for some one who has given mental abuse over several years and recently physical abuse?

Yes, you can get an injunction or, in the right circumstances, a barring order. But you haven't given us anything like enough information to say whether it might happen in the situation that you have in mind.

If they have lived together in the last year they may be eligible for a domestic violence order.
