Who has right of way?

Im driving two years now, but I never knew who has right of way here.

There is a road that I am always driving on, there are cars parked along the side of the road. When you approach at a t-junction there is a stop sign. If you were to stop at that sign, turn left and hit a car that was overtaking the parked cars, would you be at fault?

I always wait at the stop sign - and I will keep doing so regardless of the answer I get.

I would say yes. You are leaving a minor road, and entering a major road, I would imagine they would have priority, and also they would have started their maneuver before you had.

Don't have anything to back that up with, it'd just be my take on it.

First it is correct to Stop at the sign whether road is clear or not. You would then check both ways on main road and proceed when clear and safe to do so. Therefore when traffic on Main rd has cleared.
