UPS Delivery Issue

19-12-2012 12:46pm#1I ordered an item from Germany on December the 9th that was shipped on the 12th but it still hasn't arrived even though it has been 'Out for Delivery' twice, and according to UPS tracking, it was also 'missed at the UPS facility', what ever that means.
Has anybody else had similar issues?
By the way, it is a package weighting 0.90Kg and was shipped via UPS Standard at a cost of €20.
