Third Level Fees Wrangle

I'm not sure if this is the right place to post this but I'll give it a go anyway.

If I was attending a third level institute in Dublin and required a previously attended third level institution to stamp a form regarding details of fees previously claimed from the HEA, would that institution be legally obliged to stamp that form regardless of any outstanding moneys owed by the student? Hope I didn't make that too complicated... Any thoughts on this would be greatly appreciated!

You want them to stamp a form saying you paid fees when you didn't pay the fees? That's called fraud.
