Would this be VRTed as a commercial van or a private car

    It would most likely be VRTd at 13.3% as Class C commercial, see Happybobs post below on VRT definitions.

    Whether it would be commercial motor tax is a separate issue, he will probably be asked for pps numbers of employees that need the seats otherwise he'll pay private road tax at €600ish.

    13.3% of OMSP definately.

    Road tax............sigh..........that's going to be 'interesting'.........which is why that Kangoo is a better bet: as a car it'd probably get the benefit of low-emission car tax......

    Its a 2007 so would go on engine size, plus even if it was newer all commercials that are privately taxed are on engine size regardless of emissions.
