Termination payment - No. yrs service calculation

For calculating the basic exemption for termination payments, for the no. of years service, is work in the UK for an employer counted? Say if someone was 30 years working for a company, with two of those years (1999 & 2000) in the UK is the no. of years service 28 or 30?
