Can you get the BTEA if you're at college in the UK?

Lets say someone has a HND (done in Ireland) and can do 1 year in Wales to turn that HND into a degree.. Would they get the BTEA? They were never getting the BTEA allowance to begin with when doing the HND (just 'cause they didn't qualify then 'cause they only just finished school at the time) but let's say they meet the…

They were never getting the BTEA allowance to begin with when doing the HND (just 'cause they didn't qualify then 'cause they only just finished school at the time) but let's say they meet the requirements now, would they still be able to get it if going to university in Wales?
