Huge flocks of terns(?)

    Driving round the Waterford estuary around Passage East today there were huge flocks of what I think were terns - small seagulls. I am familiar with the area and I have never seen so many, some were on very shallow water on mudflats, others were swooping and circling over the river, thousands of them!

    They didn't seem to be feeding, has anyone any suggestions where they might have come from to gather there? And why. Thanks.

    Black Headed Gulls? Rather unlikely to be Terns at this time of year. :)
