Seems high, ring around for other rates would be my advice,
I had HGF in Rover 45 in 2008 & it cost EUR 750.00 to fix by big flashy now bankrupt garage in Dublin, it went again 2010 :( this time it was fixed by a Local Polish Indy Mechanic for EUR 270.00... It's still going grand now...

I'm guessing 1.4 ? Not the most straightforward of cars to do the headgasket on. The head needs to be skimmed (normal for all cars), but on these there is a limit to how much can be skimmed off. Also may require use of a thicker than standard head gasket. If it's gone too far it will be time for a replacement engine. At least two threads on here in the last month on this topic.

Water pump shouldn't need to be done unless that is what caused the engine to overheat in the first place.

1000 a bit on the high side but not crazy, if the guy will stand over the job.
