I'm not too familiar with the ins and outs of a self build but I would like to know is it possible to buy a book of various house plans ( Irish ) pick out your favourite and use these to submitt to the planners.
The reason I ask is I have seen such books abroad where they show builds from the past along with plans and this seems like a handy idea, call it window shopping.

And finally is it really nessessary to use an architect in the process, purely for the savings involved.

    Cheers.

You need to employ an Architect and a Structural Engineer if you want a safe, compliant, economical and functional structure.

Make your savings elsewhere, not on consultant designers, or you will inevitably pay a far greater price in the end.
