Internal Job Move

I have been told by HR that I have been successful for a different job in my company but they are still awaiting for approval so there is no offer yet. There is C levels in our place something like this http://www.fwa.gov.au/consolidated_awards/an/an120334/asframe.html so it defines your wage bracket.

The new job has a C level of C12 but I am a C10 at the moment but moving up to a C11 in January. I was talking to another guy who moved internally and he was telling me that while he got the job he didnt get the C level that the job offered so didnt get a wage increase. I was saying this to my sister who works in HR but she said that he must be incorrect as they have to give you the C level that is stated on the job spec.

    So who is correct?
