Faulty electrical item bought through ebay

    I bought a charger for my laptop about this time last year, since then I have had a lot of problems but I related it to the laptop getting older and parts wearing out. Shortly after getting the new charger my battery started to malfunction so I bought a new one and then after a few months it crapped out again. I've been waiting to save up enough to buy a new laptop but it will be a while longer.

    Anyway, I clear out my spam filter every couple of months and I just discovered today that I had gotten an email from the seller I bought the charger off of last year, he seemed a very reputable seller and had about 4k reviews at the time I bought from him, here is the email:

    It has come to our attention that chargers sold with the following model numbers may not have met adequate safety standards for UK certification. As a precautionary measure, we are asking that these charger models be returned to us. The charger model numbers are UP-065S (For DELL), PCGA-AC19V and UP-080S (For FUJITSU-SIEMENS), UP-0603 (For SAMSUNG) and LA-915. Please email me at....... if required. The address to return to is ......... Thank you.

    The email was dated the 28th of August and wasn't directly addressed to me which is why I think it was caught as spam. The seller did not try and contact me through other means (my ebay account or postal address) and has not sent me another email. It really annoys me that no other attempt has been made to contact me especially when it is the safety of an electrical product.

    In the email they ask me to return the charger but don't offer a refund or replacement. I really can't live without my laptop charger so I can't really return unless I get a new one ahead of time.
    I'm also concerned about the problems I've had with my laptop, while it may be down to wear and tear, it was only a year old when I bought the new charger and since then I have had multiple problems.

    I'd love some advice, should I try and deal with the seller directly, should I contact ebay as well and tell them about my experience with this seller, he is still operational and selling chargers or should I contact a consumer ombudsman in the UK (where this seller is based)?

    If he is reputable enough to send out a recall notice (which is very rare for an ebay trader), maybe he will be flexible on the product return - contact him
