Summons dropped in (not handed in) & 3 months late

I am studying abroad since the middle of September. I was told today by my girlfriend that a summons was delivered through the letterbox at home yesterday morning (12th Nov). It is regarding a parking offence that happened in May (I don't remember this offence happening by the way).

The date of the summons is August 27th. She said the envelope was barely closed (not sure if this is an issue). The court date is 2 weeks from now.

There are a number of things strange about this. Firstly, I was under the impression that a summons had to be HANDED to either the person being summonsed or a person living at this address. Instead, this was dropped in the letterbox.

Secondly, the summons is dated back to nearly 3 months ago. It was only received yesterday. Is this right? Surely they should give more notice than that. There's no way I can return to Ireland in this short space of time to attend.

Can anybody see anything wrong with this procedure?
