I have a 5 year old pc that is running XP.
It has slots for pci only....
i want to install a pci card with usb ports on it.
does it make a difference if i get a
    pci/pci express card speed wise?

pci-express will not work, so that'll make a difference. ;)

But no, the pci bus will be plenty fast. Any generic pci card should work. Cheap as chips on ebay or adverts I'd imagine.
