Advice on internal insulation

Ok im helping my brother with his house. We're planning on insulation a room with insulated plasterboard.

The existing walls (cavity walls)have 12mm plasterboard that has been "Blobbed" on i.e adhesive in big blobs holding it on. Should we remove the plasterboard that's there and batten it for the insulated board or can we just fix the insulated board to it?

There are currently no issues with moisture/mold build up but the rooms in all the house are freezing.

    Any advice would be helpful
