    the CPU will under some peak conditions (usually when 1 process is being very demanding) deliver low voltage to all but the first physical core in order to overclock that core for short durations. In this way, if a process is starting to hang up one of your cores and your other cores are idle they can essentially help out by powering down and reducing their heat output so the first core can go hulk on the problem.
