    Abstract:

    The Department of the Taoiseach wishes to engage a Photographic Agency to undertake its photographic requirements for the period December 2012 to end June 2013 - which will include providing Host Photographer services at a significant number of major events when Ireland holds the Presidency of the EU.
    The successful Agency will be awarded the contract up to the end of June 2013. The Presidency Host Photographer will be responsible for family photographs, and will provide photographs of other elements of at least 16 high-profile events during the Irish Presidency.

    6. Qualification Requirements
    6.1 Tenderers must provide the following information in order to enable the Department to assess the qualifications and technical capacity of service providers to perform the services required: (See Appendix I for required format of response):

    6.1.1 Name, address and corporate details. Tenderers must indicate whether they are tendering as individual or organisations involving a number of professional providers. In the case of a group tender, tendering organisations/parties must provide details of who will act as prime contractor and undertake full responsibility for the provision the service.
    6.1.2 Experience and track record, including:
    i. the number of years in business
    ii. turnover on photography services for the last three years.
    iii. Details of three corporate clients (to include public and private sector) to whom high-end photography services are currently being provided. Names and contact details of at least three referees with relevant contact details who can be contacted as part of the application process and who will vouch for the capacity and quality professional photography service.
    iv. Ten recent sample corporate photographs to demonstrate quality and style.
    6.1.3 Details of key personnel (photographic, technical and administrative), proposed for assignment to the Department’s work, including brief CV’s (one page) setting out their qualifications and experience.
    6.1.4 Summary details (one page) of the key technical resources available to meet the Department’s requirements as set out in Statement of Requirements section above, including quality control and delivery methods.
    6.1.5 Financial and service proposal - the financial proposal should consist of a schedule of rates setting out the applicable rates for the required services which will be binding for the duration of the contract as set out in Appendix IV – Financial Schedule
    6.1.6 Details of data protection policies and procedures in place to ensure security of departmental and personal data at all times, including details of archiving arrangements.
    6.1.7 Confirmation that employer’s liability, public liability and professional liability insurances will be in place and written confirmation from broker/insurance that the policies will apply in relation to the performance of professional photography services for the Department (qualification requirement: employer’s and public liability cover and professional liability cover). The Department reserves the right to request this information prior to the establishment of the contract agreement.
    6.1.8 Tenderers must confirm that they have up-to-date and appropriate tax clearance and professional indemnity insurance certification in place and furnish these as and when required.
    6.1.9 Tenderers must submit a statement that they will comply with all security requirements that the Department, if it deems necessary, may stipulate from time-to-time such as Garda security clearances.
    6.1.10 Tenderers must submit a statement that they can provide audited accounts for the 3 years preceding the date set for receipt of tenders, and they will provide these documents within 10 days if so requested by the Contracting Authority.

    6.2 Tenderers must sign and return the Declaration of Bona Fides at Appendix II (which includes confirmation that none of the circumstances set out in Article 45 of EU Directive 2004/18/EC applies to the tenderer).

    6.3 Tenderers should be a member of the NUJ – PPAI and should indicate this as part of their application.

    This could be view as discrimination against persons or firms who choose not to be a member of either organisation.

    Shame on the civil servant who wrote such a condition into the tender :(

    Looks more like an attempt to cut down on the number applying and reduce the workload in the application process than anything else.

    Yeah I'd imagine they don't want every tom dick and harry with a DSLR thinking that this looks like a sweet gig and applying.

    Or alternatively they agencies with a solid track record and a more editorial bent. Are ALL the big agencies members of the NUJ / PPAI ?

    it's not unusual to require someone to be a member of an industry body before you'll give them work - it's easier to enforce standards on such a body.

    Are there particular standards required to join NUJ or PPAI? Is there a complaints process? Do either association kick people out for unprofessional work?

    They can ask that you be a member of an industry body, but they can not refuse the tender on that basis.
    I have tendered and won plenty of contracts with state agencies, whilst not been a member of an industry body even though they mentioned it in the tender documents.
    I would agree with tororosso they are trying to stop every dick and harry tendering.
