Wondered about this recently. Some obvious reasons why the N1 is a primary for example... Links the top 2 cities and is a long distance route for many other journeys but what about route like n87 for instance

Relative importance in the 1970s seems to be a major factor. The later added primaries are generally connecting ports/airports to pre-existing primaries.

Some secondaries appear to exist solely for tourist reasons.

Tull McAdoo politics is probably responsible for some of them.

"Sure he's a great man he brought the main road to the village."

The N67(?) in clare is barely an L road in places.

National Primary roads are supposed to connect important places By and large their selection is OK and many are now motorway.

National Secondary roads often go nowhere, eg my favourite the N87 or needlessly duplicate a primary such as the myriad N roads in North Galway. They should be cut back severely.

The Tourist routes along the coast, N59 Clifden- Bellacorrick and N67 Ballyvaughan - Kilkee and N56 Killybegs - Bunbeg should be redegnated as National Tertiaries or Tourist routes.
