    Hi, im entitled to the HBP, but do i have to be living alone to get it? i could move out on my own, but im also considering moving out with a friend, but i heard that i might not get it if i do.

    Hi Ted

    I presume you are not 70 yet!! If you want the HBP and you want to live with a friend, then that friend must be either dependent on you in SW terms (you must be getting an increase for them with your payment, you must be "claiming" for them) or entitled to the HBP in their own right, that is, they must have disability allowance themselves, or invalidity pension.
    If the friend doesnt tick these boxes, then you cant have HBP. Good luck!

    does anyone know if both parents are on invalidity pension and have 2 adults living at home on social welfare payment. would they qualify for the household benefit package or is there a means test.

    Yes there is a means tests. It depends on their incomes. They aren't as strict if the occupants are on Social welfare payment. Wouldn't hurt to apply. It would be the head of the household who would get it. The form is available here:

    If the two adults living at home are on Jobseekers payments, then the parents would noy be entitled to the HBP.

    My aunt and her husband are over 70. They declared that their son who is on full JSA lived with them. They were awarded the full HBP. But two might be a different story.

    Everybody over 70 is currently entitled to HBP, irregardless of who they live with.
    The OP says that these two parents are on Invalidity Pension. Thus they cannot be 70, as Invalidity Pension currently ceases at age 65.
    For folks under the age of 70 different rules apply than to those over 70, when it comes to HBP. In order to qaulify for HBP under 70s must be living alone or only with excepted persons.
    Excepted persons are as below from www.citizensinformation.ie
    Excepted persons are:

    A qualified adult (your spouse, civil partner or cohabitant is considered a qualified adult if you are receiving an allowance for him/her with your payment or if he or she earns less than €310, including income from a social welfare payment)
    Dependent child(ren) under the age of 18 or under the age of 22 if in full-time education (a certificate from the school/college must be supplied for those aged 18 or over)
    A person who is so incapacitated as to require constant care and attention for at least 12 months (medical certification may be required)
    A person(s) who would qualify for the allowance in his/her own right (for example, a person getting an State Pension)
    A person who is providing you or someone in your household with constant care and attention if you or that person is so incapacitated as to require constant care and attention for at least 12 months (medical certification may be required). People in employment for more than 15 hours per week or people getting Jobseeker's Benefit/Jobseeker's Allowance cannot be accepted as providing constant full-time care and attention.

    The OP parents are not entitled to HBP if the other two adults are on Jobseekers payments..

    Does anyone know if I was to move full time to my parents second house in the West would I get the package (I know the ESB, fuel and television license would have to be in my name)?
