Few questions regarding rent supplement and moving

I'm in a terrible apartment, massive amounts of black damp in bathroom/other walls along with water coming into the lightbulb. The windows are dire and it's cold as hell. I also appear to have some sort of rodent in at the presses as evident by droppings/food bags chewed up. It's difficult to get the landlord/rental agent to do anything. It took me 6 months to get rent supplement sorted.

I am in the dublin central rent unit area, they never came out to assess the apartment just gave me rent supplement. I want to move but really it's an issue of practicality. To anyone who knows the rules or has personal experience with a similar situation could you answer the questions below.

    1. I am getting €53 a week, i pay €85 in total rent, if i were to leave the apartment and got somewhere for 85 or up to €115 would i have to pay the rent entirely on my own until rent supplement was finalised. My worry is i move and cannot afford the rent out of the 188 a week.

    2. How flexible are the central rent unit with my rent going from 85 to 115 or somewhere in between?

I'm stuck in a bind because the community welfare officer from previous interaction won't help because it's not part of their area.

Any tips or advice would be greatly appreciated

I've been down to the community welfare officer few months ago, she knows the situation and is perfectly pleasant but she says she cant do anything because i'm not within her area to help now that it's central rent unit. The problem with the central rent unit is that they have a po box and phone which they rarely answer so it's difficult to deal with them.

    Thanks for your reply :)
