Need to program universal remote. Need USB programmer device?

    Bought a Remote control on Ebay for a old 32" Hyundai A321 LCD TV, advertised as being specifically for that model TV.

    It doesn't work with the TV and the vendor says return it.

    The manual says:
    "The remote control must be programmed by shop. If you have a programmer download from the website www.telecontrol.tv"

    Any ideas anybody on how to get it programmed?
