3v visa card or O2 money card?

I'm looking into getting either one of these but I'm not sure which. It's only really for 1 transaction costing £11.47 plus £2 postage so roughly €17 euro altogether. I am 16 y.o. which is fine for both I think.
So which is cheaper and better? I saw on the 3v site that the minimum top up is €30, is this correct? My mum used to have one when it was €20. I don't want to put too much on and waste the rest of the money. It needs to be fine to use for PayPal on eBay.
    Thanks for any help!

Just get a visa debit card from the likes of Ulster bank/Pearment TSB. I got a visa debit card myself when I was 16 from PTSB and it works great online (including use on paypal and ebay) . I know you just want to do one transaction, but it is handy to have in the future.

The only fee you have to pay is stamp duty + the banks conversion fee if buying in sterling. The fees are tiny in comparison to the O2 money & 3V cards. (although once you turn 18 with PTSB, they do charge an account fee, which is waived if you attend third level and open a student account AFAIK)
