Sounds like your radiator might be cracked where you marked in blue.

Ifs its badly crack, its not fixable.

Nothing for it but to get a replacement.

Second hand should do, what type of car is it for.

looks like the drain plug, maybe its just loose or maybe the o ring is perished or split.

Is that a picture of the exact rad for your car? If so then you have circled the drain plug but the leak could be coming from anywhere above that point and just dripping from there.

If your car is anyway modern then the likes of Novastop will likely do more harm then good by clogging up the rest of the system and putting strain on the water pump etc.

Keep in mind also that driving with a leak, even if you are keeping it topped up, will lead to further issues as your cooling system can't pressurise and so doesn't work properly.

Me, being cheap, would just epoxy over the entire area and forget about it. Should solve it.

Do i just brush it on with a paint brush

Price around for a replacement radiator. All these temp cures are a waste of money and effort

No, it's a bit thick for that. Use something as a spatula and spread it on. Mixing instructions should be on the tin you buy in the motor factors

It will be as strong as the surrounding plastic when done right

What make/model of car is it you'll probably pick up a rad in a breakers yard for half nothing.

Temporary fixes are just that and a rad will be a hell of a lot cheaper than getting the head skimmed.
