Brake imbalance on VW SHARAN

Hi, just failed the NCT on rear brake imbalance of 37%. Before the test I changed the disks and fitted new pads. I had the "weaker" caliper competely off the car as I thought they were sticking but on inspection on the bench it seemed fine , so I replaced and bled the caliper.

The disks were from a scrappy and both from the same car.

The handbrake reading is also poorer on the same side.

So my question is could there still be air in the system or do I need to strip down the caliper?

Your handbarake is mechanical not hydraulic so I would say it's more likely a sticky piston or guides or something handbrake cable related.

If both the service brake and handbrake are reading low on the same side then it can only be a caliper issue.
