Hi all quick question, I have all the stuff needed for my first permit, do I need to apply in person at my local motor tax office or can I post it in. Only reason I ask is I work long hours and also how to you pay the €15 fee, by cash?

You can do both. I think you have to send in a postal order or credit card details. No cash.

You can indeed post it in, via cheque/bank draft/postal order.
Only benefit really of going in person is you get a receipt of having paid.
