Can I seek to extinguish a right of way before the November 2012 deadline.

    Any knowledge on this would be appreciated.

    With the deadline approaching for the registering of Rights of way on the 31 November http://www.farmersjournal.ie/site/farming-Deadline-to-register-rights-of-way-looming-12985.html 2012... I am looking at my friends situation. She is forced to deal with a farmer , who is an ignorant SOB, who has long claimed to have a right of way to drive cattle past her back door to a gate at the rear of her property.
    He has been really harrassing her recently and she has sent some letters to him and his solicitor looking for clarification documents relating to the ROW.
    They have been ignored.
    Now I am wondering is this guy ramping up his presence on the ROW in preparation for the deadline and registry. Would that be necessary for him if it was unregistered ?
    IF he hasn't got it registered then is it possible for her to intervene and have it quashed and do away with a major nightmare of her life. i.e. this ignoramus and his cows.
    Dont know much about the law, any help would be greatly appreciated.
