personally i wouldnt accept any fire door which is DIY and not tested and certified.

A rebated hardwood frame with an intermittent strip should be fine to make yourself but i can't see why you would be bothered.
Just by one off the shelf.
It would be impossible to make the fire door yourself.

As far as i know you need to have a certificate in order to manufacture fire doors & frames. Generally speaking they come as a "set" with all fire/smoke seals pre-fitted. You must use fire rated hinges/locks etc
Generally fire doors must be fitted with an automatic door closer & Fire-door keep shut/locked signs and also a tag on the door stating fire rating/date of manufacture etc.
Also after you fit the frame you must seal the gap between the frame and block/studwork in order to continue the fire seal. Also any gaps in the fire rated walls must be sealed with Fire Batt & intumescent mastic.

The regs often specify a 'fire door set'.

A set comprises of the door, the frame and the hardware.

I'm fairly sure you'll need to buy the sets complete with frames.
