I just booked a flight with Aer Lingus and on the e-mail receipt it gives me the option to "Book Seats" and "Book Bags"

Im assuming that I dont need to book a seat or book a bag as I already have the flight booked and I am only taking a small carry on bag...

They're a bit sneaky - they charge you money to book seats. You can only check in online for free 30 hours prior to flight. If you do it before, you'll have to select seats and pay more money.

So what do you recommend I do?

Should I do nothing until the day before the flight and then check in?

I never pre book seats and as you only have a carry on bag the bag booking doesn't apply to you.

Exactly. Unless you want a specific seat.

They'll send you an e-mail reminder a few days before the flight in an attempt to get you to spend money reserving a seat. Just ignore it and wait until 30 hours before the flight to do an online check-in and reserve your seat for free.

Bear in mind that you don't have to print your boarding card at home, even if you do an online check-in so if your printer is wonky or you don't like spending money on ink cartridges, you can check-in online and reserve your seat but elect to print the boarding card from one of the green kiosks in the airport. I do it that way if I'm flying at an off-peak time like mid-morning when the airport is quiet and there's no queues. Swipe the credit card that you used to buy the ticket and if you've already selected the seat, you'll have the boarding card printed in seconds.

So its not like Ryanair in that you have to book it 15 days - 3 hours before the flight? You can online check in 2 days before for no extra charge on late check in or no charge on seats?

Depends on the route, the details are at the weblink below. In general terms and if flying from Dublin, beginning 30 hours before the flight (24 hours for US flights) you can do an online check-in and select your seat (for free) and download the boarding card to print at home. Or you can check-in and do the seat selection at home but elect to wait until you arrive at the airport to print the boarding card from one of the green kiosks.

Earlier than that you have to pay to select the seat.
